Morton W. Bittinger was assistant professor and associate professor in Civil Engineering at Colorado State University from 1957 to 1967 where he was in charge of groundwater research. Chesley J. Posey founded the Rocky Mountain Hydraulic Laboratory in 1945 in Allenspark, Colorado.
